Mend Creda TSR18 Heating Element

How can I fix my Creda storage heater?

I have an old (c1982) 2.5kW Creda storage heater. It has power to all elements, but does not heat up or appear to draw any current (judging by meter disc rotation).
Any suggestions on what to test or replace? Model may be a TSR18.

Just removed lid on my storage heater and found what appears to be a solder type link too much heat build up and it melts therefore cutting the power to the element.
