How can I fix my Kenmore Canister Vacuum Model 116.23813300 Quick Release?

The quick release on my Kenmore vacuum has come off. The part I cannot figure out is a little metal bar that allows you to extend the extension wand to different lengths. Right now it will not stay extended.
