There are two ways of doing this.
A- is go to an alloy refurbisher. Will cost between 50-100 quid per wheel, depending on how much damage is done and what kind of repairs need to be one. (http://www.clean-image.co.uk/wheelrepair.htm)
B- Is a diy method. You can sand down the rust or bubbles using wet and dry then repaint the alloys. (http://www.autopia-carcare.com/realwhda.html)
