u filled the radiator up, usually the water in the rad will take the heat from the engine and disperse it through water and air, if there is no water in the rad there isnt enough water to get hot, so there for heater will blow cold as it relies on the rad for heat.

check your temp guage see if its running hot.

or u could have a rad leak.
