Mend Citroen Xzara 51 Wrong Working Fuse

Whats wrong with my citroen xzara '51?

My washer pump has stopped working. i cant get to the fuse to tell if that's the problem.
How do i get to it?
How much will a new pump cost?

fuse normally blown, either no water in reservoir or pump gunked up. add screenwash with every fill and replace fuse.cant remember location,every citroen different
