How Do I Fix My Internet?

I can't open up my home page. I have to turn off the connection to open a page, then turn the connection back on to actually access it. My current page is Yahoo.com. I've tried changing it to several other pages, thinking that was the problem. But no matter what page i use, I still have to turn it off, then back on.

So please help!
