Mend Qualcast 35s Start Petrol Spark Filter

How can I get my mower to start?

I have a Qualcast 35s petrol mower ,
I haven't used it for 8 months I have changed spark plug and filter and drained old oil and petrol and replaced with new but cant get it to start. Would welcome suggestions.
