Mend Countax C300H Start Starter Solenoid

Countax won’t start?

I have a 2005 countax c300h that won’t start, I tested power to the starter solenoid but no signal I think from the circuit board. Tried a new board no difference I can nor wire it bridging the solenoid but the dash has a c flashing and the deck switch won’t work to activate the blades?
