Atco Admiral 16S lawn mower running problem?

Atco Admiral 16, starts, runs rough then stops. I have cleaned the carb bowl, float valve needle valve and main jet, and checked the spark plug. It looks like the governor is kicking in and out causing the hunting and rough running.. Help please!!
