Mend Suffolk Punch Fuel Coming Carb

How can l stop the fuel coming out of my carb?

l have a old suffolk punch with a zenith carb to start it l tickle it watch for a sign of petrol coming out then pull the starter chord.
Now when l do this the petrol dosnt stop coming out of the carb. I have taken it apart and cleaned it. l had this problem years ago l had a spare carb then and just replaced it.
