Mend Pulsa Coil A Class Heating Electric System

Pulsa coil A Class - luke warm water?

Moved in to a flat with a Pulsa Coil A class electric water heating system, it was all turned off. I put the two wall switches on ( one has a broken timer attached) and turned on the green on switch. A day later the water out of the taps is only luke warm. How long should it take to heat up from cold? Is something broken??
