Mend Adjust Lever Position

How to adjust lever?

The lever on my recliner is stuck in the down position (footrest all the way up). It is extremely difficult to pull up. I'm an old lady with not enough strength to operate it. I would like to change its position so that the lever is higher when the footrest is fully extended. Is this possible?
