How can i fix my hec washing machine that refuse to work just making sound?

When i switch on my HEC S50 washing machine it is just making sound and the drum will not move at all. i tried to use a stabilizer, thinking it was low current, but all to no avail. even when the current is normal at 220, it was still making sound and failed to work.
