Mend Hygena Oven Electric Grill

My Hygena Concord Turbo electric double oven, grill doesn't work properly?

My Electric Brown Hygena concord turbo, fan assisted double oven (built in) has a fault.
The top small oven on its Grill setting , its element gets warm but the Fan turns on as well? So it doesn't get hot.
