Deluxe Turbo by Hygena?

I have the above electric oven which I think is year 2003 its brown and has a temp knob on the left and a manual clock on the right with timer. Our electric went of during the night and was out most of the day before NIE got it back on. I switch the oven on earlier for tea and the fan is running but the oven isn't heating up, anybody know whats wrong
