is brake pedal return spring ok and not broken or missing,make sure there is a slight ammount of play/clearance between pedal and master cylinder.also are you sure brake hoses [on affected wheels] are ok internally and have not collapsed inside..and are calliper slides free,check by removing pads,is calliper free to slide back and forth by hand!
