Steam comes from the fill point because - either -
The fill cap is not fitted correctly and there's a gap for the steam to escape.
Or - The hose and the trigger are not allowing steam to come out - pressure in the vessel is building up and the safety valve is operating (as it should).
Is it safe?
Probably best for it not to be venting from over pressure.
Is there anything you can do?
Inspect the fill cap for being fitted correctly and making a good seal.
Inspect the hose and trigger mechanism - when it cools remove the hose and blow into it as you operate the control.
