2kw igenix panel convector heater with timer, fault at control panel?

2kw igenix panel convector heater, top control panel to right of thermostat control is the power indicator light, green light on-power on, red light on - heating element on. fault is when you switch the power switch on, the power indicator light just keeps flashing from green to red continuously
