Mend FR beaver 4 Stuck Cleaned Washer

FR beaver 4 handwheel stuck?

The clutch wheel will turn but the handwheel is stuck.
Cleaned and oiled.
Tried washer different ways, tried thumping screwdriver in grooves (all advice to other questions) all unsuccessful. Any other suggestions? Thanks
