Mend Mira 722 Water Temp

Mira Shower 722 - can't move the brass water temp spline once cover is on?

The temperature regulator stopped working, so I took it apart. The plastic teethed rings need replacing. The shower is usable, but I am having trouble regulating the temperature using the rotating brass temperature spline. It will move quite freely without the cover on, but as soon as I replace the cover, the spline won't move.

Any help would be greatly appreciated.
