This is a problem with the flow valve. Usually you can make this stop by increasing or decreasing the flow. You can solve this by changing the flow valve.

This usually is a water pressure feature, and it affects toilet valves too.....probably its best just to live with it, but when the shower was installed it would have come with an in line filter and a water pressure reducer (to be fitted if necessary) in the kit. In my experience its usually low pressure that causes this.
