Metamec Electric lamp bedside clock?

after a reduced power problem in our area, the hands will not go round. The alarm and the light work, but no tick and hands do not move. I have tried turning the hands both backwards and forward. This has happened previously when a power cut, and I got the easy info from the internet but just cannot remember what to do.
