Mend Renault Laguna 1.8 RT Heater Temperature

how can i fix my heater laguna 1.8rt 1996?

my heater is blowing fine, engine temp is normal but blower temperature is only getting luke warm at max temp. when on motorway heater seems to go a lot cooler even though its on max temp. on short runs heater get just about warm. please help me if you can
