Mend Peugeot 206cc Wont Off

Fan on Peugeot 206cc won't turn off?

The fan on my Peugeot 206cc is running on high and won't switch off. The minus switch doesn't seem to be working as before. I thought it was the resistor that had stopped working. Anyway I had a mechanic look at it and he has said it's not the resistor it's the control panel. Now I am confused because everywhere I've looked it seems to be the resistor. Has anyone had a similar problem.
