Mend Ideal Standard Toilet Flush

I can't access the concealed cistern of my toilet?

I have an ideal standard toilet. It won't stop flushing. It is dual flush with separate buttons. I can take off both buttons, but then can't get the plate off. It looks like I need to turn the White plastic casing, but it seems like it is wedged in. Any ideas?
