zanussi td520 not drying completely?

Washing is still damp after one and half hours took top off to check for a build up of fluff cleaned off electrical connections took cover panel off back heating element appears to be working as it was hot to the touch put everything back together turned it on cool air came out of ducting put clothes back in for a further 40 minutes however still no change in th dampness
can some one advise please
