Mend Hulk Not Take Throttle

Hulk will not take full throttle?

My hulk compactor plate will not take full throttle when required.
It starts and ticks over great. But when throttle is required it just won't take it.
Tried to shorten spring no use tried adjusting needles no use.
Is there a governer in one of these know it may sound silly but is there.

You need to explain what you mean by: "can't take it". You know what you mean by it but others do not. For example: engine stays running but only on tickover, engine cuts out, etc.
