Mend Westwood W175K Lawnmower Battery Engine

Westwood Sit on Lawnmower?

My Westwood will not start although I have a spark and fuel supply,the battery isn't charging although the Engine will turn over but very sluggish.Does this Engine have an Alternator? Or isn't this the problem?
