The rake head has a hollow, split pin near one end of the square steel shaft, which retains a dozen identical nylon carriers. Drive out the pin (take care not to distort it), and the carriers slide off the shaft. I didn't have a punch pin to drive the split pin through the shaft, but made one from a large nail with the point sawn off. I also sawed off the plastic lugs on the endmost carrier, to get at the split pin.
Replace the tines (available on Ebay), and re-assemble. (Tip: take a photo before dis-assembly, to be sure you get the pieces in the right order)
