flicker effect on suncrest fire?

The fan which is on top of the fire to make the ribbon flicker it goes but the ribbon dooes not move the fan seems to run ok can you help ?

Are you sure you have got the right fan? usually the fan that blows the ribbons is at the bottom blowing up, you can access the fan by taking the grate off at the bottom
