how to fix my steam iron?

my russell hobbs steam line iron box model 12978 is not making steam. the flashing green light on the right of the base is flashing continuously..n wont go off. iron gets hot but will not make any steam. how can i resolve this.? anybody? will a clogged filter cause this to happen? thanks guys
