Mend Fiat Bessacar 465 Floor Underneath Water

How can I fix the floor underneath there is a patch that is crumbling ?

The floor underneath has afoot square patch which has been damaged by water and it is crumbling .It is a 56 plate fiat bessacar 465 it has an electric step and it iswhere the step is bolted to it on the left of entry that the floor has crumbled
