Mend Neff U1721 Cooker Element

why does my Neff oven only warm to 150 & wont get hotter?

I have just replaced the element as this blew & now the oven works - heat up/fan runs/lights & clock ok, but it wont get hotter than approx 150. Its wants to but something is stopping it! U1721 model.
