Mend Worcester heatslave 20/25 Radiator Heating Problem

Worcester Oil heatslave 20/25 rads coming on when selected off position?

I have a Worcester Oil heatslave 20/25. Have selected heating to off position & water to on position as normal for the summer season. Even though the heating is at the off position the radiators are coming on so I am having to switch the water off and just put it on as I need hot water. Any ideas what can be the problem?
