champion 35 engine surging?

My briggs and sratton mower engine starts first and every time however once it is running it surges i have checked all the obvious .plug oil spark plug and filter when running the preset throttle springs jerk backward and forward as the engine surges whats it trying to tell me . the engine is a briggs and stratton champion 35
