choke ?

our lawnmower 35 classic briggs and stratton , has been making a noise as if its choked up then it cut out , we are not sure if its the choke , there is a wire with a spring that has broken attached at the front as you can tell i have know clue about lawn mowers , can anyone help please . or tell me where i can download the manual without the toolbar thats comeing up in the download section . thank you
