All vacuum cleaners have to exhaust the air they draw in - if this didn't happen they would not work.
Hose - Air in - Dust Collector - Internal Filter - Motor / Impeller - Exhaust (usually at the back).

i have one of these and it is blowing at the back between the wheels where the 2 halves of the unit come together.
i cant find a service manual or even an exploded view!
do you know if i dismantle from above or below the problem area?

If your cleaner is suffering from poor suction the probable causes might be.
Blocked cleaning head
Blocked hose
Split in hose letting air in
Dust bag needs to be emptied
Internal filters clogged
Air entering cleaner body where it should not
Slow running motor not generating enough suction (rare)
Apart from the causes here a blocked airway inside the body of the machine is most unlikely.
