Not much of an electrician if he could not find the fault. Could be thermal cut out. But best to use a meter to find out. No meter, torch bulb and a battery. Pull fuse on the unit 1st. As well as a cut out, you will also have a thermostat inside, probably with the temp dial connected, other than that, not really anything else except the element itself, which could be what lookes like a coil of wire, a long spring, that runs all through it, check all for continuity, thermostat should switch on/off depending on temperature, you might be able to hear it, but does not mean the connections are made, but probably, open circuit, faulty
