Mend Citroen C5 Car Check Battery

C5 CitrroenDiesel 2010?

Car wont start. Check battery Running at 12.4 volts Steering wheel unlocked , Hand Brake deactivated Reintialised key Still will not start
Towed vehicle on tray truck. Is it a computer malfunction. Have checked all fuses all ok.
