can i repair a Aeg oven power board No 3117734008?

there is a bank of relays and one will have a welded contact.sometimes you can remove the plastic tops and clean the relay contacts or replace with a new relay

Alternatively a workshop electronics engineer may well be able to diagnose and repair your broken one - all the components on it will be easily available and cost little more than 50p each.
