ldv covoy handbrake wont hold up hill how do i fix it?

first thing is to make sure ratchet teeth are all intact, then release all adjustment from cable,then adjust rear shoes [if a clicking cant be heard/felt when adjusting,the adjuster plates may be broken] after shoes have been adjusted the cable can be adjusted.i think its about 5 clicks for lever with black push button and about 3 clicks for grey button.
