I have a Dirt Devil Vision upright vacuum that will not suck up?

I have a Dirt Devil Vision upright vacuum thta will not suck up through the hose. It will pick up the larger particles on the carpeting, but it will not go up into the permafilter. If I remove the hose to use it for the corners, it doesn't have any suction. I have to clean out my hose every time I go to use it. The wheel will only spin when the hose is full. Can somebody give me a suggestion as to what may be wrong with it so I can fix it. It is a model No. 086925TT.
