It's devobj.dll (DLL)
It's a OS file that should be located in the windows\system32 folder.

You can perform a repair operation:
Boot from a Windows 7 DVD and sellect "Upgrade". This will perserve all user files, settings and installed programms and applications. You'll need to reapply all updates to the OS.

You may also download tha file itself from http://www.dllme.com/dll/files/devobj_dll.html or some other sites. The file is about 62Kb in size. You obviously need to be able to boot the system to replace the downloaded file.
