Mend Citroën Xsara Picasso Car Stays Start

car misswing?

my xsara picaso is missing, when i put my foot down it just stays at the same speed, and then it will start to reach the speed it's as if something is stopping the diesel from going through, i have had the fuel filter changed but it is still the same.
