my system fan is running high speed all the time after cleanin debris from the blades???? packard bell avc fan

hi.i trust that you mean the cpu fan.....usually ,all computer fans run at twelve volts, and the speed they run at is dependant on volts supplied.if your computer is working ok.then dont worry.some fans do 3000rpm and thats a lazy one!
