Mend Baby Belling 120R MK6 Oven Grill Element

baby belling 120R MK6 grill issues?

I can get the wavy part of the grill element to work but I cant figure out how to get the upper outer ring to work? I've tried the 3 switches in all manner of positions. I've checked the element for resistance and its about the same as the main oven element...now where do I look?
