top rack in dishwasher is not washing properly?

the dishes don't come out clean like the bottom rack

Give make and model, some machines have diverter valve to alternate water flow from bottom to top repeatedly. Also could be low water level. Cheers

are the holes in the top arm blocked with gunk?.if so clean them all out to allow top arm to spin and wash correctly
