what to do when my car wont start due to the alarm?

i have a 1995 1.8 golf driver and the alarm fuse under the bonnet is loose and my car wont start but it bumps the little white case is cracked and not holding the clear fuse properly, and i fink that is the fault anyway of fixing it or dissconnecting my alarm
