Mend Mountfield SP474 Lawnmower Stopped

I have a Mountfield SP474 lawnmower with the cable jammed?

It stopped working and the starter cable in solid and jammed. I have taken the spart plug off (which is tarnished black ) and turned the blade clockwise a few turns ( as instructed by their technical help ) and its still the same.Its only 12 months old.... Has anyone had this problem?
