Mend Baumatic BDW13 Water Not Getting Hot

Water not getting hot?

Baumatic BDW13 Dishwasher
Started to show E3 fault code. As directed obtained new heater element & replaced.No good.Obtained new self resetting thermostat & replaced.No good .Water still not getting hot although the fault code does not show up now. Ideal if you want to wash your dishes in cold water! Help!

Possibly heater relay on pcb melted solder where leg of relay goes through the pcb, if so may be able to re-solder. Possibly low water level preventing the heater being energised by the pcb. Cheers
